GRA committee invited Greenvale
shopping centre management to a GRA meeting to discuss the plans for the
shopping centre – are the plans for an Aldi still relevant? How will the
entrance and exit into Mickleham road work?
Response from the management that the person who is best to present to
the meeting is currently on holidays

Consumer affairs asked to
provide a speaker to talk about con men. They have informed us they will attend
the meeting on 31st August 2017 to discuss this topic.
President’s report:
·
Corpus Christi: Discussions about the
future of Corpus Christi. Comments made that Villa Maria will take over the
site. There is a planned Nursing / Aged Care home to be built at the back of
the premises. The current buildings will also be renewed. They have purchased
the block on the corner of Somerton and Mickleham roads for their future plans.
·
Liquor availability in Greenvale: It was
felt that the number of people with alcohol problems at Corpus Christi was
minimal. Most residents are there for other reasons. GRA asked if someone from
Corpus Christi could attend a meeting to discuss their views. Currently restaurants
will not open in Greenvale due to the ban on selling liquor. It was suggested
that areas further away from Corpus Christi, but still in the Greenvale area, should
have the ability to be approved.

Schools in the area: New census and
council demographic information may help the push for a state secondary
college. Cr. Jessop mentioned that 3,000 babies were born in the Northern
corridor last year. A member at the meeting stated that 150 students started at
Greenvale Primary school this year.
There aren’t any plans to sell the land in Barrymore Road where the
secondary college was to be built. State budget included another primary school
in Northwest Greenvale area. Gladstone Park secondary cannot keep taking
Greenvale students; however, the boundary for inclusion has recently been
extended to include areas of Greenvale.

Traffic Situation: It has been suggested
that a protest be held regarding the lack of action on Mickleham Road
congestion. Last year a promise was made by a State Government representative
that he would be back in 3 months to tell us what the Government intends to do.
That did not happen. It was felt there wasn’t any hope for Mickleham Road at
this stage without the protest.
Treasurer’s
report: The treasurer reported on the groups finances
State
& Hume Council budget:

Hume City council is in a
liquid situation with a 2% increase in rates for 2017/18 which is the lowest
ever
·
There are plans for a waste
service review this year. Hume city council allows 2 hard rubbish collections a
year; there are free mulching days; electrical product drop of days as well as
recycling.
·
Rates and other incomes go
towards running the council services which includes maintenance of parks within
estates, community centres, libraries waste collection etc. Amounts of money
have to also be allocated to major works.
Estate
growth and planning:
The meeting
was concerned about the number of estates which are being created along
Mickleham road without the necessary facilities coinciding with their
development. Cr. Drew Jessop made the following points:

Developers provide money for
roads and parks within the estate. Council then have to manage them once
established. This is called the Developer Contributions Plan.
·
$250,000 per hectare goes to
the State Government which then decides where the money goes.
·
The State Planning Authority
allows 15 properties per hectare. Various sizes of property can apply, as long
as there are 15 properties per hectare.
·
Arterial roads are the
responsibility of Vicroads.
·
Road widths are determined by
the state. Councils have always been concerned about this. Councils are pushing
for indented parking to be automatically included in roads within estates.
·
Parking on nature strips can
damage essential services such as water mains, telephone lines and fire
hydrants, which are also now all underground.
·
Discussion re: Fleetwood drive
and Somerton road. Ros Spence has written to minister regarding the situation
there. Impossible to turn right during the week.
·
Vicroads have reviewed a
footpath between Aitken College and Somerton Road. It has been deemed that the
space between the road and the culvert is too narrow to install a footpath. The
meeting mentioned that people are walking along there anyway. Cr. Jessop stated
that this is Vicroads area not council.
·
Bus shelters being installed in
Greenvale Gardens, but more should be installed around Greenvale. Cr Jessop
responded that Council has an input, but the locations are determined by PTV
and Adsell (the installers of the bus shelters).
