February 2018 Meeting Minutes

·         From Hume Council (5/1/18) in response  our letter re various Mickleham Rd issues basically saying
o   1, Re speed hump Greenvale drive, will adjust
o   2, New residential developments zonings. are not a council issue
o   3, Visibility 50K sign in Drummond St, will attend to
o   4, Grass nature strips in new estates, Council will mow if they have to.
o   5, Mickleham Rd duplication, is a Vic roads state Government issue
o   6, Kirkham drive , Somerton Rd Intersection.  Council has been onto Vic roads to adjust timing. Problem     may improve when  Somerton rd. duplicated

Treasurer’s report:
The treasurer reported on the groups finances.   Moved, seconded & carried

Mayor Geoff Porter addressed meeting:
·         There were many questions directed at the Mayor  which he answered, and are summarized as follows.
·         The frustrations that the residents are having with infrastructure, including roads and schools are a frustration for the council as well.
·         Every week the council is approaching the State Government on these issues.
·         Other councils have managed to get funding but they are in marginal seats. Greenvale does not receive funding as it is a safe Labor seat.
·         Issues presented to the Mayor included:
o   25 minutes to get out of the Providence estate when school traffic is around.  Cars do U-turns at roundabout and lights so they can get into Aitken from the left side.
o   One exit out of Providence and Greenvale Garden estates. Fire hazard?
o   The surf park at the airport will add additional traffic to the area.
o   VicRoads need to look at the signalling times for the traffic lights. Not synchronized.
·         Mayor Porter will provide information on the activities that other councils have undertaken to get action.
·         Mayor suggested we needed to discover where on the Vic Roads list Mickleham, Somerton and Craigieburn roads are.

Greenvale West Proposed Subdivision presentation
A presentation on Greenvale West proposed subdivision was made by Jayrd Collins --Senior Development officer for Brookfield Residential Properties
·         Greenvale West was initially part of the development plan for Greenvale 10 years ago. Greenvale Gardens, Providence and Maples were also part of that development plan.
·         Greenvale West,( which backed onto Greenvale Gardens and extends to Moonee Ponds creek to the west, Dunhelen Land to the North, and Somerton Road to the South,) was approved in principle 10 years ago. The current State Government have rescinded that deal.
·         Brookfield are trying to resurrect the plan.
·         Jayrd mentioned that the promised infrastructure for Greenvale is, therefore, not forthcoming as the population does not warrant it.
·         Brookfield is planning to resurrect the Precinct Structure Planning (PSP).
·         Currently this area is deemed Green Belt and it is illegal to build houses on it. The wooden fence at the back of Greenvale Gardens is the Urban Growth Boundary.

·         Despite the map on these sites, Jaryd said Brookfield’s development would not commence against Greenvale Gardens’ boundary, but at the Somerton Road frontage due to drainage requirements. The road network will integrate with the Greenvale Gardens street network
·         If successful, the anticipated time for the developers to start issuing land is 3 to 5 years.
GRA has indicated it is opposed to any further development till our infrastructure  is Updated.

Councillors report
·         Cr. Joseph Haweil mentioned to get change, there is a need to bombard the state Government with the issues of Mickleham Road and the Secondary College.
·         The council has spent $400k per year on installing indented parking for narrow streets. Write to the councellor with the name of the narrow street to get inclusion into the program.
Sub-committees
·         After a lot of resident discussion on ways to get some action from the State government,   Sub-committes were created for the Mickleham Road duplication and the Secondary School.  The President will  call a special meeting of these subcommittees  ASAP
