GRA Correspondence for October meeting

From Victorian Planning Authority re our opposition to further subdivisions.
(They virtually said it is up to the Government.)
 Email from Ashleigh Leith (Boral Asphalt) to say there will be traffic movement both ways, using south bound lane on Mickleham Rd. during the Mickleham Rd asphalt works

Emails to Boral re traffic management plans for their closure of Mickleham rd northbound, 12 to 15th October.
Phone calls to council re above closure. Council officers couldn’t care less, said Vic Roads problem.  Didn’t concern them.

Secondary School subcommittee report
The sub-committee is chaired by Mark Busuttil to push for a secondary school in Greenvale.
·         Held a meeting with OCOS (Our Children Our Schools) where they spoke about ideas that we could use in relation to our Secondary School campaign.
·         updates from Ros Spence has given regarding her meetings with the Education Minister.
·         presentation given  to the Minister in May & that aschool will be built, it's just a matter of when.
·         Council needs  to give support to the use of the community facilities on the site, and to publically state this, so that the government is aware of this.
·         the community needs to be involved (Craigieburn gets things because they are pro-active and not complacent like our community).
Greenvale Roads Subcommittee report
The sub-committee is chaired by Tamara Nolan for the duplication of Mickleham and Somerton Roads
E-petition
·         Mr Ondarchie (Northern Metropolitan MP) tabled 729 signatures via the Legislative council electronic petition on Tuesday 18 September 2018. The Greenvale Roads Subcommittee thanked residents for signing the e-petition and for their support.
Media coverage
·         The GRS approached RACV for support and possible media coverage. They congratulated GRS on our strong advocacy work undertaken and informed us while these roads were not on the RACV top 10 redspot list that they had identified Mickleham, Somerton and Craigieburn Rds as being in need of upgrades as part of their work in outer metropolitan Melbourne. In the lead up to the state election they will continue to advocate for improvements on these roads as part of the outer metro Melbourne package. They will seek commitments from all parties for the projects to ensure they are funded. 
Hume City Council officer report
·         On the 9th July Joseph Haweil motioned for an officer to report to council on ‘Opportunities to contribute to the design works and advance planning for future duplication of Mickleham and Somerton Roads, including through the funding and completion of a business case.’ Joseph as informed the GRS that the officer report should be available the first week of December 2018.
Feedback on the HCC Rural HIGAP ‘Emerging Issues and Options Paper’
·         The subcommittee provided Hume City Council feedback on the emerging issues and options paper regarding the section on ‘Movement’ pg 48-54 which was summarised at the meeting. The future options provided on pg 54 lacked any real innovation or significant action by HCC to address the current and future issues facing residents regarding these road. The paper should outline duplication and infrastructure development of:   
·   Mickleham Road (Somerton to Craigieburn Road - 5.1kms); and $50M
·   Somerton Road (Mickleham Road to Roxburgh Park Drive - 3.8kms). $39M 
Estimated total cost $89M
·         HCC acknowledged that they have received the feedback and would notify the GRS in any future consultative workshops. Ros Spence request a copy of the subcomittees response to the paper.

SPECIAL GUEST:  Ros Spence, State Labor member for Yuroke
·         Ros first entered parliament in 2014. Her first priority was duplicastion of Mickleham, Somerton and Craigieburn Roads.
·         The process for funding is: Design stage; Business Case and then funding. None of this work had been performed by 2014.
·         The cost of duplicating a road is approx.. $10 Million per Kilometre.
·         Hume council has helped design duplication of Mickleham road between Somerton and Craigieburn Roads with six intersections along the way. The business case is underway.
·         Hopefully the works will be included in next year’s budget.
·         The parameter for a secondary college in Greenvale is for a surplus of 750 students to be in the school area.  For this to work, Gladestone Park College has to accept Greenvale students. The borders were recently increased to include Greenvale up to Someron Road.
·         North of Somerton Road will be split between Roxburgh Park and the new Craigieburn school to be completed in 2020.
·         A Primary school has been approved for Greenvale West.
·         Presentation made to Government (Include in sub-committee section????)
·         The buses network is to be reviewed. Ros is pushing for the 543 route to extend through to Craigieburn station. This will mean the route will go through Craigieburn, Aspect, Providence and Greenvale Gardens onto Greenvale shops and through to Roxburgh Park station. The other bus route required is from Greenvale through to Airport West vis Gladestone Park.
·         Frequency of the buses will also be reviewed.
·         Discussions were held on the possibility of a train station for Greenvale. While this may happen in the future, it is a long way away.
·         $1.5 Milion has been invested in the Greenvale Reservoir Park so that it can be used for walking and bike riding. Ros is pushing for access from Providence as well.
·         It is anticipated that traffic lights will be installed at Somerton Road and Mickleham but not Fleetwood Drive.
·         Ros mentioned that Hume will not help fund Sunbury if it should cede from Hume.

Councillors report

Cr Jodi Jackson was at the meeting. While she did not present, she answered the following:
·         Concern was raised regarding the lack of toilets in parks around Hume.  She advised that stand alone toilets cost $250,000 to build. This means the council has to be selective as to where they are built.
·         Concern was raised regarding the children’s playground that has been built besie the Optus phone tower. Jodi advised that a letter was coming from Cr. Drew Jessop regarding this issue.
