President’s Report:

·         Greenvale West Community Centre (7 Ventura Way, Greenvale) is our new meeting location.

·         Thank you to Hume City Council (HCC) Councillor, Joseph Haweil for assisting the Greenvale Residents’ Association (GRA) to obtain a fee waiver of public liability insurance at the Greenvale Recreation Centre.

·         Craigieburn West Precinct Structure Plan (PSP) has been approved. This means there will be 20,000 more homes built in Craigieburn.

·         Ros Spence Update:

o    200 new jobs on the way, these will be created from the new Amazon sorting centre that is being built in Craigieburn.

o    Better bus bays for locals.

o    Greenvale Recreation Reserve play space is now open.

o    Get Kids Active voucher can be applied for online.

o    Small Business Energy Saver program is available

·         Community grants to make local roads safer are now available.

Councillor Report:

Cr Chris Hollow, Cr Jim Overend, Cr Joseph Haweil:

 

·         Funds to duplicate 1.6 km of Mickleham Road have been secured.

~     104 million from the State Government

~     109 million from the Federal Government

~     This will include traffic lights at Aitken College and the removal of the roundabout at Somerton Rd

~     The council’s aim is to get the whole of the road duplicated, and they will keep working on this

·         There have been numerous upgrades to parks and playgrounds

·         Council endorsed the renaming of the Normanby Drive Park in Greenvale to the Charlie Grech Reserve in honour and recognition of Charlie’s contributions to the community. https://northern.starweekly.com.au/news/naming-honour-for-greenvale-stalwart/

·         Applications for community grants opened today and are open for the next month.

Guest Speaker ~ Joan Audino (Resident of Providence Estate)

Joan is a resident of the Providence Estate who is concerned about the proposed development of 56 town houses at 1090 Mickleham Road, Greenvale.

She presented the following facts:

·         Pask had committed to ‘Activity/Shopping Centre’ which was earmarked on the north west side along Mickleham Rd although no plans have been submitted to Council as yet.

·         10 years ago, original sales brochures reveal the whole of the stated land was marketed as residential house blocks.

·         The majority of houses on the estate are house lots 12-16mt frontage/ average 500-600sq mt and some slightly larger blocks that contain homes of varying design and sizes.

·         Currently, townhouses in Providence overlook green spaces i.e. Napoli Park and the Greenvale Reservoir parkland. There are no townhouses in Providence that directly overlook other dwellings.

·         Whilst the development plan is for integrated medium density living, the number of proposed townhouses is extreme and in direct contrast to the existing development.

·         Victorian State Government. plans also clearly state that the land bordering Montenegro, Garibaldi and Bertini are zoned ‘GRZ- General Residential’.

·         Pask have requested a waiver for parking. There is no appropriate visitor parking and additional parked cars will hinder visibility, add increased noise, road traffic, reduced road safety for families and visual overcrowding. Reference to increased traffic on Montenegro from -Aspect Horizon Blv if that extension is to take place in the future.

·         Increased traffic flow particularly entering and exiting Dellamore Rd –

o    the only road into the estate,

o    traffic congestion already exists on Dellamore and Mickleham roads and traffic coming from other estates to Aitken school back gate.

o    Traffic on Mickleham Rd is already at dangerous levels and will continue to increase and impact on the flow of traffic without the extra 120 or so, cars in the estate.

·         Hume Planning Scheme –Schedule 15 to clause 43.04 Development Plan Overlay has not been adhered to.  Hume City Council has a responsibility to residents to ensure this is not overturned. Furthermore, Council policy states that “C238. Plans should seek to achieve a development density of 15 lots per hectare on the net developable residential land;”

·         Providence was and remains to be marketed as a Premium Estate. Recent land sale price was up to $560,000. We now face the reality that adjacent house prices on Montenegro Rd and surrounds may decrease in value with an over-supply of smaller townhouse dwellings which may not reflect the needs of the current purchaser profile in the estate.

·         Infrastructure- Neither Providence nor surrounding estates provide good access to services, shopping centres, jobs and public transport within walking distance, paths and bike lanes on Mickleham Rd as per (HDS) therefore this current plan, without the completion of the Activity Centre is underdeveloped and inappropriate for this fast developing / growing North Greenvale population.

·         We know that funding for road infrastructure is in progress but dual carriageway plans stop at Dellamore/Greenvale Gardens intersection which is totally inadequate and will further impact on congestion within Providence and the surrounding estates.

Joan feels that:

·         Pask Group has deceived many residents through their aggressive marketing and sales pitch which had committed to an ‘Activity/Shopping Centre’.  The proposed plan change is morally wrong and has caused unprecedented stress for many of the Providence Estate residents and adjoining Estates.

·         This development plan is totally unacceptable and does not take into consideration that current residents paid a premium and the cost and efforts to conform to Pask’s rigid building requirements/Principles and of Design.

·         The proposed 2 story attached medium rise dwellings will diminish the character of the area.  They will significantly alter the fabric of the area and amount to serious ‘cramming’ in what is a low-density area.

·         There will be a lack of privacy- If this plan is approved, it will certainly impact on the privacy of current detached residences nearby.
Note: HCC Housing Diversity Strategy, clearly states that the whole of Providence Estate is classed as a ‘Limited Change Area’. With the exception on the NW boundary on Mickleham Rd- the ‘Activity Centre’ (i.e. proposed Shopping Centre) adjoined by a very small area beside this for ‘Moderate Change Area’ (ref. Hume Housing Diversity Strategy, P34)

·         Overcrowding- Pask Group has disregarded the (HCCHDS) classification of ‘LIMITED CHANGE’ in Providence Estate. In this instance, 56 2/3 bedroom townhouses. In reality, they have now created a ‘multi medium density ‘public housing style’ concept ‘with narrow lane ways and no public green space. The townhouses are neither suitable nor characteristic of the Greenvale Urban Greenbelt.

·         The neighbourhood pride, character and harmony will decline with the possibility of tenanted dwellings, transient renters and low socio /public /social housing tenants.  One estate agent admitted the existing investor of the single level dwellings on Venezia Promenade were difficult to sell due primarily to tenant’s lack of responsibility for visual maintenance. It remains an issue for residents as owners live o/seas.

 

In conclusion, Joan is requesting the development plans be looked at as ‘a whole ‘that is Activity Centre, Future Development areas and 56 Townhouses; and are subject to the requirements of Master Plan for Estates/Hume diversity Planning Scheme before ANY decisions are made.

The lack of appropriate infrastructure needs to be seriously assessed in light of this and future proposals.

Pask need to define their vision and submit plans for the documented ‘Future Development’. However, Council still has a responsibility to residents to ensure they stringently follow VicRoads Planning, Hume Design Strategy /Housing Plans with strong consideration of Pask’s unethical marketing promises.

She asks that HCC strongly reject the issuing of a permit to Pask Group for any development of Townhouses on Montenegro Rd and support current owners both morally and ethically as the plan does not:

1)    Protect or reflect the existing resident values and expectations

2)    It does not represent the essence or character of Greenvale being rural Green Belt.

3)    Residents do not want this style of development to set a precedent for future developers in Hume as it will undermine the Green Wedge image of Greenvale.

Council Haweil suggested that residents and locals to the area could put in an objection to council. This can be a simple email to contactus@hume.vic.gov.au with the subject line to include 'Submission to reference number P24449' mentioning that you wish to raise an objection and a list of your objection points.  Ensure you include your contact details so that the council can contact you and let you know which council meeting the issue will be raised at and you can then attend the meeting.

Perhaps a legal class action against the developer could be explored.  It was suggested to get in contact with our local member Ros Spence or put pressure on the PASK group by reaching out to A Current Affair.
