President’s
Report:
· GRA has reviewed future meeting venues and plan
to change to the Greenvale West Community Centre. Upon request HCC Councillor,
Joseph Haweil assisted the GRA to obtain a fee waiver for the $19 cost
associated with the public liability insurance.
· Melissa Allan from Victorian Planning Authority
(VPA) emailed the GRA to advise that the Craigieburn West Precinct Structure
Plan (the new housing development of approx. 8000 new homes to be built on the
land from Craigieburn Rd to Mt Ridley Rd) has now been approved by the Planning
Minister and was Gazette on 21 January 2022. Through submissions to the VPA,
the GRA strongly opposed the fast tracking of the Planning Scheme Amendment C246hume and C260hume to the Hume
Planning Scheme, which implements the Craigieburn West Precinct Structure Plan
and Craigieburn West Infrastructure Contributions Plan without the duplication
of Mickleham Road first.
o
It was noted that Duplication of Mickleham Rd
is critical (Thank you Josie and Tamara)
o
A copy of the
approved Craigieburn West Precinct Structure Plan and Craigieburn West
Infrastructure Contributions Plan and associated planning scheme amendment is
available on the VPA website at vpa.vic.gov.au/craigieburn-west.

Ros Spence MP update receive and included the
following:
o
Merrifield West Secondary School will be
operational from term 1 2023.
o
Elevation Secondary School on track to begin
the construction of the final phase.
o
Mount Ridley Special School due to open next
year. It will be a P-12 College.
o
A new child, family and community centre for
Mickleham families set to open 2023.
o
Greenvale Reservoir Parkland is now open to
foot traffic 9am to 8pm. New picnic
table will be delivered soon.
o
Better bus network for Craigieburn and
Mickleham.
·
Hume Residents Airport Action Group have been
in touch, detailing anticipated release of the 2022 Master Plan and third
runway.
·
Cricket Centre – A new cricket centre is to be
constructed at the Greenvale Recreation Reserve.
·
Our New GRA Logo – We would like to
congratulate and thank a young talented artist, Alex on the artwork creation for
our new logo (featured in these minutes).
The new Greenvale Resident’s Association logo that she designed
features:
o
A tree in the centre of a dark green circle,
which represents the name of the suburb.
o
59 hands of various colours make up the trees
leaves the number of hands represent the five and nine from the end of
Greenvale’s postcode (3059).
o
The various skin tones of the hands reflect the
multicultural community that makes up Greenvale and also reflects the work of
the Resident’s Association.

It was suggested that Alex should add her
signature to the logo.
·
The logo will also be featured at the
Craigieburn Art Show.

Naim Kurt – Meadow Valley Ward:
·
A community cricket hub will be built in
Greenvale as part of a $1.5 million funding injection from the Victorian
Government. The hub will be located
Greenvale Recreation Reserve and will accommodate local level to senior levels.
·
Acknowledge traffic issue.
·
New rotunda and shading area for Greenvale
Soccer club.
·
Submission for park to be named after Charlie
Grech, consultation finished on 17 December, due to go to council on 28 March
2022.
·
Question from Mark, regarding the ban on right
hand turns out of Greenvale Shopping Centre onto Greenvale Drive, the sign is
being ignored and needs to be enforced.
o
The Council are going to do remediation work so
that you can’t do a right turn.
o
Hooning is horrendous and constant on Barrymore
Road and Normanby Drive police should be monitoring this.
·
Redistribution of lower house seats. Yuroke will be abolished, and replaced by two
new seats, Kalkallo and Greenvale, with the suburb of Craigieburn split between
the two.
·
Council has campaign against toxic soil from
West Gate Tunnel being dumped at Bulla.
o Last
week the council took the Planning Minister to the Supreme Court, they are
waiting for the Judge to make a decision.

Carlos is the Head of Communication at Major
Road Project Victoria (MRPV)
·
Leanne his colleague is specifically working on
Craigieburn upgrade project.
·
Mickleham and Craigieburn Road roundabout – The
team are undertaking a blitz of work and have compressed 11 months of infrastructure
development into 8 weeks.
·
They understand that the downside of the blitz
is the disruption to area.
·
They have managed to remove roundabout, protect
and relocate services, and started to rebuild the road again in 2 weeks.
·
There is a time laps camera, Carlos will
forward images to GRA.
·
They are on track to finish on 11 April 2022.
·
This is the first major piece of work for
Craigieburn Road upgrades.
·
Six months of planning went into these works,
and it was unfortunate that the timing that the work schedule occurred at the same
time as the M80 works. The project was not scheduled to commence over the Christmas
break as there were a number of environmental controls that needed to be
considered between October to February including the Golden Moth breeding
season. This was the next best time.
·
Any damage to detoured roads will be fixed –
o
Carlos has noted that the surface of Somerton
Road going up the hill towards Roxburgh Park is deteriorating.
o
Corner of Bardwell Crescent and Mickleham Road
has very deep potholes.
o
They are aware of Bardwell Drive issues and
have been out there to fix potholes and are working with the council on this
issue.
·
Complains regarding the road project can be
lodged on 1800 105 105
·
Carlos is able to ask his colleagues to come
and speak about the future of Mickleham Road duplication plans.
·
They are monitoring traffic conditions on
Mickleham Rd to ensure motorists can move through detours. They have CCTV
camera monitoring traffic and driver behaviour.

Tamara requested the Major Roads Project
Victoria to attend the meeting and will continue to stay connected with the
Communications team for regular updates and community presentations.
