Guest presentation: Basem Abdo – Labour Federal Candidate for Calwell  

·         Basem has been a Greenvale Resident for many years.

·         His focus is on job creation and providing opportunities for local residents through education.

·         Basem mentioned the policies that the Federal Labor party wish to achieve in the future which will mostly focus on the cost of living and free TAFE to target the current skill shortages. This included a 20% student debt reduction and economic incentives for education. Cheaper childcare and access to early childhood education to assist with impacts to women and jobs.

·         Another focus is medical costs and Medicare payments including expanding bulk billing payments and funding to increase the number of doctors and nurses, the cost of medicines and the cost of visiting a specialist.

·         Labor is also focusing on restoring local manufacturing buying Australian products and investing in our local communities including increases to minimum wages.

 

Guest presentation: David Bills, PASK Group – Providence Shopping Village update.

·         Common sense prevailed at the recent compulsory conference meetings held through VCAT on the 17-19 February 2025 with PASK, Hume City Council and Department of Transport which has resulted in road access arrangements being agreed to for the new Providence Village Shopping Centre at 1040-1090 Mickleham Road, Greenvale.

·         PASK is paying privately (no government funding) for all access intersections to be built for the shopping centre and there are currently discussions with Melbourne Water about buying Garibaldi Road from them.

·         They will build a full set of signalised traffic lights with two turning lanes in and out of the shopping centre at the corner of Garibaldi Road and Mickleham Road, plus a left in left out in between this intersection and Dellamore Road to the centre.

·         Two approval stages are required for the proposal being the Urban Design Framework and Town Planning permit for the plans. It is anticipated that this will occur by end May/early July. The council has a Priority Planning Department where the plans should be submitted. The council has 60 days to approve and if they fail to do so within this statutory timeframe, Pask will go to VCAT again. (For the PASK shopping centre development in Berwick the functional layout plan took 13 months to be approved, PASK is hoping for a much quicker return process with HCC)

·         PASK Group are very keen on developing the $65M shopping centre complex which will be ~6000sqm. 700 people will be employed during construction and once built the complex will require 400 ongoing employees.

·         The 56-townhouse development that was approved by HCC at the eastern end of the block has been shelved so PASK can focus on the shopping centre and determine future development plans.

·         The development of the site will be completed over 3 stages, short (2.5yrs), medium (5-10yrs) and long term (10-20 years).

·         During the meeting David showed display board plans of the centre’s functional layout plans and access arrangements along Mickleham Road. 

·         There will be a major supermarket, a butcher, baker, cafés, food & beverage, beauty, Chemist Warehouse, Allied Health services including doctor, naturopath, Jump swim school, Pilates and a gym. 

·         There will be 4.2 car spaces for every square metre of retail space.

·         The whole site will be a modern architecturally designed facility with communal areas including large screen TV displays for sporting event gatherings, outdoor seating areas and food truck areas.   

·         If all approval timeframes are met, PASK would look to commence the build in September 2025 but expect it will more likely be Q1 2026.

·         David Bills thanked Tamara Nolan (GRA President) for all her hard work and support over the past few years, together with GRA members and the community for their assistance in getting the access arrangements and shopping centre approved.

·         In celebration of this milestone achievement, PASK Group is working with the GRA to organise a food truck event shortly for the local community.  

·         GRA Vice President, Caroline Dowling particularly thanked GRA President, Tamara Nolan and GRA members Mark La Brooy and Joan Audino for their efforts.

Guest presentation: Inspector Dean Clinton – HCC Crime and Prevention Victoria Police assisted by Acting Senior Sargent Ayse Memmet and Sargent Jason Hayne.

·         Greenvale has around 25k residents.

·         Hume has the 4th lowest crime rate in Victoria and is the 2nd fastest growing area in Victoria.

·         If an urgent response is required from Police, ring 000 not your local police station. The local police station will just ring 000 anyway.

·         Less urgent can be through 131 444 or Crime Stoppers 1800 333 000. Reports can also be made on the internet. The Crime Stoppers app is good because it is anonymous, and it will be followed up.

·         700 cars and motorbikes were impounded in Hume last year.

·         Police are working on a long-term strategy to tackle ‘hooning’, targeting known areas and seeking advice from HCC as well on where to change the road design to ensure public safety.

·         Police conduct Operations on a regular basis.

·         They reiterated that it is very important when you are home or leaving home to secure your doors, windows, internal and external garage doors and your back door always. Most times a burglar entering your home will not attack someone, and most likely run away if you yell out. There has been a reduction in home burglaries but an increase in commercial burglaries in Hume. You are safer in your home now than you were four years ago.

·         For car thefts, keep your cars in the garage, lock your car, hide all valuables, it’s a good idea to get a steering wheel lock or OBD lock cover (Onboard Diagnostic Lock). Car number plate theft is high particularly at Melbourne Airport. VF commodores are the most likely to be stolen as they are easy to break into and steal.

·         There are 50-60 police vacancies in Hume.

Guest presentation: Carly Moore – Independent Federal Candidate for Calwell.

·         Carly has been on council for 8 years as a Labor member and has lived in Hume for 45 years.

·         She is now an independent candidate for Calwell and not bound by party politics and has thus resigned from the Labor party.

·         Carly is ready to take a stand, she is proud of what she has achieved as in council and the work done at a local government level. She felt there was only so much she could do as a councillor, and wants to be able to improve healthcare, education and employment opportunities.  

·         Craigieburn has the highest level of mortgage stress in Australia, and there is 3% higher unemployment in Hume with another 5000 people expected to settle here by 2026.

·         She feels that the next Federal election will provide a minority government which will create an opportunity to make a difference. There is a big field of independents running for the next election.

Councillor Report - Cr. Steve Gagen

·         The council will discuss the upcoming budget this weekend.

·         There is also going to be training to assist councillor to work together towards the same aims.

·         Aitken college has had several fires on the adjoining property. Owner identified and told to clear land.

·         A library van service has been launched.

·         Rubbish dumping an issue. Contractors pick up roadside dumping.

·         Reviewing road crossings and a bridge.

·         A report is being requested on changes to allocation of rate charges.

President’s Report:

·         Greenvale Drive median strip was due to be rectified by mid-March 2025, but it hasn’t started. Cr Steve Gagen to check why it is not happening.

·         Hume Indoor Cricket facility was opened on the 11February2025. $11M funded project has given local community a world class facility.

·         Council plan to monitor traffic counts and speed along Horizon Blvd and Montengro Rd that joins Aspect and Providence Estates.

·         In November 2024 the state government announced Greenvale Reservoir Park southern end will be reopened. Iwan Walters MP shared an email update with residents that is should be open by the end of the year. The re-opening is backed by a $3 million funding commitment to create a green recreational space for local communities. The funding will be used to upgrade walking tracks and toilets – as well as undertake vegetation clean-up work, demolition of old unsafe infrastructure and safety measures such as necessary tree removals. The northern and southern sections of the Park will be re-connected.

·         Tamara attended the Community Safety Form hosted by Evan Mulholland and David Southwick (Shadow Minister for Police & Corrections) on the 11 February.

·         Tamara also emailed Cr Steve Gagen and Aitken Principal Josie Crisara on 3 December 2024 to raise on behalf of a GRA member who attended our last meeting the issue of child safety concerns at the intersection crossing on Mickleham Road at the entrance to Aitken College. The member inquired whether there would be a School Crossing Supervisor located at the school entrance of Aitken College traffic intersection next year in 2025.

Other Business

·         Jamie Gray (Clarendon Group - Managing Director) from Greenvale Shopping Centre shared a brief update to advise that the car parking construction is to be completed by August 2025.They have pre commitments from Anytime Fitness for a large format mixed Gym, a Pilates Studio, and in discussions with a Speech Pathologist and several family restaurants. (Plans available upon request from GRA)
