Mickleham
Road upgrade started on 12 January 2023
·
By
Sunday night 17 November 2024, Mickleham Road will be dual carriage
way both ways
·
On
Tuesday 19 November 2024, the roundabout at Mickleham and Somerton
roads will be gone, and the signalised traffic lights will be in use.
·
By
early to Mid-December all lanes will be open.
·
All
landscaping will be completed by Christmas
·
Bus
land texturing and left-hand slip lanes will be installed
·
MRPV
will be holding a free family event at the Straw Flower Circuit playground area
on Saturday 7 December between 10am and 1 pm, as a means of thanking the
community for its patience. Vixen Soccer players will be in attendance.
·
Stage
2 of Mickleham Road is in consideration for next year’s budget.
·
GRA
members asked if the school crossing at Aitken College will be supervised when
the road opens – GRA to follow up with Josie Crisara.
Guest presentation: Jinding development update (Dunhelen Estate) - Rishav, Ronan and Lucy.
·
The
estate will be directly north of the Aspect estate
·
There
will be 24 lots available in the initial stage on the southern side of the
property alongside Mickleham Road.
·
Development
will commence, and machinery start operating by mid-2025
·
Settling
of the estate will occur early 2026 and 45 lots will be available by first
quarter 2026
·
By
2027, there should be houses occupied in the estate.
·
It
may take up to 4 years to develop and this is dependent on the construction of
the bund by Melbourne Water to protect the reservoir.
·
In
total 430 to 470 lots will be sold.
·
Main
access points to the new Dunhelen Estate will be via Dunhelen Lane which will
be signalised in future.
·
Horizon
Boulevard and Destination Drive will also be a through road to Dunhelen Estate.
·
The
masterplan is designed not to be affected by the Stage 2 Mickleham Road upgrade
project once it occurs.
·
All
development must consider the proximity of the Greenvale Reservoir.
·
A
further estate will be developed north of Dunhelen, this estate will be known
as Aston Estate.
·
GRA
members raised concerns about speed along Horizon Blvd and requested that
council consider speed controls be placed along the length of this road, e.g.
Speed bumps, reduced limits.
Guest presentation: Iwan Walters MP update
·
Iwan
thanked Joseph Haweil for his past contributions whilst a councilor for Hume
City Council.
·
Iwan
introduced Basem Abdo who is replacing Maria Vamvakinou once she retires as the
Federal Member of Calwell (Labour).
·
Iwan
announced that the opening of the Greenvale Reservoir Park is close to a resolution.
Priority had been given to the water supply which included the raising of the
reservoir walls.
·
Iwan
announced Somerton Road resurfacing upgrades are scheduled to occur soon
between Kirkham Drive and Roxburgh Park Drive as the road has deteriorated.
·
Developer
contributions for Umbra Estate have been accumulating to fix the intersection
of Section and Somerton Road. An update design has been released from Hume City
Council a few weeks ago. The Department of Transport (DOT) will work towards
signalising Section Road. It will be up to Hume City Council as to when the
intersection will be scheduled to be constructed. It is in the HCC capital
budget and should occur in the next 3 to 4 years.

DOT
has been reviewing ways to stop the drains clogging up near Barrymore Road. The
drains have been scrubbed recently as there were pools of sitting water,
however, a longer-term solution is being investigated.
·
Planning
for the Bus 543 route to Craigieburn is underway. Bus indentations have been
constructed along Mickleham Road to support the bus route.
·
Melbourne
Water has improved fencing around the manmade basin at Garibaldi Road in Aspect
Estate to ensure the safety of residents and the security on water supply.
·
The
Indoor Cricket Centre will not available this season but will soon be available
for community use.
·
A
new 3- & 4-year-old kindergarten is being constructed alongside Greenvale
Primary School will be available for new places next academic year. Ground was
broken end of last term.
·
Keelonith
Primary has had some refurbishment to alter the open learning space to make it
more conducive for childhood learning in classrooms.
·
Investments
have been made in Colby College and St. Mary’s with new buildings.
·
Greenvale
Secondary College Yr 10-12 buildings are complete, there is good architecture
and a good culture at the school.
·
Within
Government circles the support for the Assyrian College at Yuroke is strong,
despite the concerns of the Department of Transport regarding entry access
construction along Mickleham Road.
·
Iwan
supports the PASK development for the proposed Providence Village shopping
centre.
·
GRA
members are frustrated that the right hand turn still hasn’t been built by HCC
at Greenvale Shopping Centre. It is very dangerous with many motorists still
turning right from the centre onto Greenvale Drive to exit.
President’s Report: 1090 Mickleham Road – PASK shopping centre and housing
development
·
Rachel
Dapiran responded to the GRA request for information on the Urban Design
Framework (UDF) and traffic impact assessments submitted by PASK for the
proposed Providence Village shopping centre.
·
Rachel
explained that as HCC are the responsible authority for the assessment of the
UDF and in their feedback provided to PASK group there were four main areas
that required further information and detail.
·
1)
Scale – the scale of the proposed shopping centre was bigger than expected and
the question was asked about what other uses there will be for the site.
·
2)
Environment approvals – regarding compliance with EPBC Act in relation to flora
and fauna of the area such as the Golden Sun Moth.
·
3)
Design details – council had further inquiries relating to the construction of
footpaths and bike paths within the shopping centre.
·
4)
Traffic & Transport – council requested some clarification on aspects of
the two traffic assessments submitted by PASK. They are also bound by DTP
advice as the determining authority on the request for full signalisation of a
Garibaldi/Mickleham Road intersection. HCC have acknowledged that Dellamore Road
access isn’t suitable for large transport vehicles. DTP have come back to HCC
on this issue yet, but Rachel hopes for a negotiated outcome prior to the VCAT
hearing.

PASK
have taken the matter to VCAT for a merits-based review on 17-19 February 2025.
·
HCC
are conducting their own traffic impact study and want certain outcomes and to move
to a resolution. The council is reviewing the decision and sending out a
traffic inspector.
·
Rachel
was clear that DTP give formal advice regarding the matter and HCC cannot
become advocates for the signalisation of the intersection while they are the
responsible authority for assessing the UDF.

All positions were declared open. There were no nominations
received by the GRA.

Councilor Report

Cr
Steve Gagen introduced himself.
·
He
has been involved in State Government positions for many years but has not held
office before.
Other Business
·
Liz
Tektonopoulos raised that Aspect Estate seems to be forgotten at times. It does
not have a bus service and is zoned out of the Greenvale Secondary College
area. Aspect Estate doesn’t fall into the HCC Woodlands Ward yet is still 3059
and is very much part of Greenvale being the last built estate along Mickleham
Road at present. Liz would like councilors to address these issues where
possible.

Discussions
were held on the fact Aspect is not within the Greenvale council electorate. It
was sated that boundaries are determined by an independent body and council
does not have any input.
·
The
Chair raised for GRA members to submit ‘Ideas for the Hume budget.’ Mark
Labrooy raised that he wishes to submit to HCC that all councilors familiarise
themselves with local government minister guidelines regarding the public waste
charge and its application. Mark would like to see the public waste charge
abolished next financial year.
·
Discussions
were held about the rubbish levy by Hume City Council. Councilor Naim Kurt
mentioned that all councils will be going the same way, due to state
legislation. Sonja Rutherford of the Broadmeadows Progress Association
mentioned that this was her preferred method of being charged, however, did
discuss that the waste problem is a much greater national issue that must be
addressed by all levels of government and the community. We have become a
disposable society with many items manufactured now not able to be repaired. It
is not helping the community with increasing costs of waste removal and
disposal.

John
Rutherford invited GRA members along to Broadmeadows Progress Association meetings
which are held on the first Wednesday each month. The end of year BPA meeting
will be held on 4 December 2024 with light refreshments.
