 Guest presentation: Dale Bristow (Victorian Planning Authority, Greenvale North PSP (Part 2)  

(Supported by Tony Mark (Director)

·         Victorian Planning Authority is a State Government agency

·         To meet the targets, set in the housing agenda, Greenvale North PSP Part 2 is being proposed.

·         The area proposed is within the old Aitken Hill Site

·         All proposals must go to the councils, in this case, Hume City Council

·         Due to the vicinity of this housing, the authority has had to work with Melbourne Water to ensure that Greenvale Reservoir is protected.

·         366 homes are proposed to be constructed on this site

·         Department of Transport (DOT) will be involved in the delivery of bus services to the estate.

·         Town planning requires that there are ample open spaces. Maintenance of these spaces will be the responsibility of Hume City Council.

·         A kangaroo management plan is to be implemented to ensure that no kangaroos become landlocked. This can mean some culling.

·         There will not be a border between Craigieburn West and Greenvale North PSPs.

·         Due to the requirements for protection in the area, it will be 5 to 6 years before building starts.

·         If issues cannot be resolved a committee will determine a solution.

·         Dale Bristow will accept a late submission to the consultation feedback process from the GRA.


Guest presentation: Jeremy De Zylva Somerton Road PSP (Resolution Property Group)  

·         GRA submission due Monday.

·         Planning expected to close by mid-2025

·         Resolution bought the land west of Greenvale Gardens some years ago

·         The area included is the land south of Strawflower Circuit and west of Saffron Street.

·         The conservation parkland between Strawflower and Henna Avenue will be extended.

·         In total it is 16 hectares of which 2 hectares will be transferred to council for conservation.

·         Resolution hope to start developing by the middle of next year.

·         10% of the properties will be sold as affordable housing which will be 30% below market price.

·         250 to 300 houses will be built. Townhouses will be close to the open spaces.

·         None of the houses will have gas connections

·         Resolution does offer grants to local community groups.

Guest presentation: Usman Ghani (Liberal Party candidate for Calwell)

·         Works for a cyber security firm and is an army reservist.

·         Was asked to sit for Greenvale elections only 8 weeks before the previous elections

·         Labor went from a 22% lead in Calwell prior to last election to a 6% lead

·         Usman is interested in improving the infrastructure in Calwell including adding new hospitals and keeping post offices open.


President’s Report

 Fleetwood Drive update

·         Caroline reported that Google has been updated today and states that Fleetwood Drive to be reopened by 28 August 2024.

·        GRA was sent an email from Evan Mulholland MP who had received the following update from a representative from Jemena on the 25 July 2024:

My apologies for the delay in responding, the matter involved a number of parties, which we have been trying to better understand in order to provide you with a clear answer.

From our perspective the process has been delayed because the initial electrical designs provided by Millar Milligan’s contractor to Zinfra, the engineering services business within our Group, were unsatisfactory. However following communications between the respective design teams we are pleased that a satisfactory design was received this week.

 This has enabled Jemena, as the distribution network service provider, to issue an Authority to Commence Construction Certificate to Millar Merrigan today. This Certificate reconfirms with Millar Merrigan, that they wish to complete the electrical construction work themselves and enables them to proceed from here.

·         GRA received an email from Iwan Walters MP who provided the following update regarding Fleetwood Drive on the 23 July 2024:

 

The latest advice I have is that the works are “approximately 95% complete”. I understand that the remaining works relate to the installation of the new pavement surface, as it was initially laid during poor weather, and the need to ensure that the developers have prepared this (and other aspects of the intersection) properly and safely. Another outstanding aspect has been enabling lighting poles and other electricity infrastructure to be switched on, although this is a matter for the energy distributors and outside the direct powers of either state government or local government. 

 

I’ve requested that Hume City Council maintain its management of these works to ensure that they are completed as quickly and safely as possible, and I have asked DTP to work with the electricity infrastructure manager Jemena to be turned on as soon as possible.

 

 

Major Roads Project Victoria – Update on Stage 1 Mickleham Road project and Stage 2 Business Case (Read out by Tamara from Mike Katsieris)

 

Mickleham Road Upgrade – Stage 1 

 

We’re pleased to announce that major works on Stage 1 of the Mickleham Road Upgrade are on track to be completed as early as January 2025, a full 6 months ahead of schedule.  

 

The upgrade was originally expected to be completed in mid-2025, but the project team has gained major ground in the first half of 2024, meaning that all new lanes will be open by January, with only minor finishing works, including landscaping, to be completed next year.  

 

Recent milestones 

·         Finished the new eastbound lanes at the intersection of Mickleham and Somerton roads, with traffic moved onto the new lanes in early June. 

·         Opened the new connection between the Aspect and Providence estates. There are still some finishing works to take place after intersection upgrade works at Dellamore Boulevard are complete in mid-August. 

·         Finished the section of new walking and cycling path on Somerton Road (northeast corner of the intersection), and on Mickleham Road (south of the intersection).  

 

Works currently underway (timings are indicative only and subject to change) 

·         Upgrading the intersection at Dellamore and Greenvale Gardens boulevards (due for completion mid-August 2024). 

·         Building the new southbound lanes on Mickleham Road, between Somerton Road and Dellamore Boulevard. This includes relocation of gas services and installing new drainage (due for completion late 2024). 

·         Building the new traffic light intersection at Mickleham and Somerton roads, including drainage, pavement and guardrail works (due for completion late 2024).  

·         Building the new westbound lanes at the intersection of Mickleham and Somerton roads (due for completion late 2024).  

 

Upcoming works - mid-late 2024 (timing TBC) 

·         Traffic signal works at the intersection of Aitken College and Mickleham Road. 

·         Hillview Road intersection upgrade. 

·         Blossom Drive intersection upgrade (at Somerton Road). 

 

Upcoming work in 2025  

·         Finishing works, including landscaping (early to mid-2025). 

 

Mickleham Road Upgrade – Stage 2 

 

Update 

·         We’re currently undertaking planning work to inform the potential Mickleham Road Upgrade – Stage 2 between Dellamore Boulevard and Craigieburn Road. 

·         As part of our planning, we’ve explored potential opportunities to reduce conflict points at key intersections and reduce congestion. We’ve identified that benefits would be achieved by potentially signalising intersections at Destination Drive, Dunhelen Lane, and Elevation Boulevard.  

·         Our planning work to inform a business case for the potential upgrade is expected to be complete later this year. The business case will provide a detailed examination of the potential upgrade to help inform government decision making. 

·         In early 2023, we asked for community and business feedback to help inform our planning and shape the development of design options for the potential upgrade. Feedback highlighted strong support for a potential upgrade to reduce travel times, boost road capacity and make it easier and safer to walk and cycle in the area. 95% of survey respondents support the potential road upgrade. 

 

Somerton Road Upgrade 

 

Update 

·         We’ve completed our development work, and a business case has been completed regarding a potential upgrade of Somerton Road, to help inform government decision-making.

 

 PASK shopping centre and housing development - 1090 Mickleham Road

 GRA has been corresponding with PASK Group who have indicated that the Urban Design Framework (UDF) is in the final stages of preparation for submission to Hume City Council.

·         The GRA has been working collaboratively with PASK to ensure Providence Shopping Village is delivered. The GRA supports PASK’s proposed Urban Design Framework (UDF) for Providence Village, in particular the proposed signalisation of the intersection of Mickleham and Garibaldi Road, which is essential to the delivery of Providence Shopping Village.

·         Despite the challenge of attracting key tenants to Providence without a signalised vehicle access, in 2023 PASK was able to secure interest in Providence from a major anchor supermarket tenant, on the proviso (among other things) that at least the existing Mickleham/Garibaldi Road intersection arrangements (uncontrolled full turning movements) are maintained.

·         The GRA will support PASK in seeking the Council and DTP’s endorsement of the UDF, to allow PASK to obtain a planning permit for Stage 1 of Providence.

·         Should PASK not gain approval from DTP for the fully signalised intersection at Mickleham/Garabaldi Rd or from HCC for a planning permit for Providence Shopping Village the outcome for residents is that we may not see a shopping centre developed. The developable land may never be developed or alternatively it could potentially be rezoned for housing.

·         Mayor Naim Kurt stated he will follow up with council officers to see if rezoning was even possible and provide a response to the GRA.

Councillor Report

·         Mayor Naim Kurt was unable to provide a councillor’s report tonight.

Other Business

·         Mark La Brooy presented figures which compared Hume City Council rate charges to other councils. This included a comparison of the number of staff per resident for these councils. It showed that rates at Hume were much higher than for other similar sized councils.

·         Mark said regarding public waste charges for 2024/25:

o    Wyndham Council’s waste charge total is $393.

o    Melton Council’s waste charge total is $300.

o    Whittlesea Council waste charge total is $325

o    Hume City Council waste charge total is $625

Of the four councils Hume is the only council that imposes an additional Public Waste Charge in contravention of the Local Government Ministers Good Practice Guidelines found here: DGS Report Template (localgovernment.vic.gov.au)

·         Note especially the guidance on the imposition of a charges such as the public waste charge. Unlike the Kerbside waste charge the public waste charge is not directly attributable to a property. It should be funded from different sources and not from ratepayers.

·         Mark showed council guidance materials from State Government which states that Council should not charge residents individually for public waste collection, which Hume city council are doing. This should be paid via other revenue raising.

·         Mark offered to send the information collated to any interested parties including the Broadmeadows Progress Association and Craigieburn Resident’s Association, plus Major Naim Kurt for comment and response.
