Guest presentation: Major Roads Project Victoria & BMD
on Mickleham Road Stage 1 Upgrade Project

Since
January 2024 BMD have started road works on the south side of Somerton Road
with many utilities relocated.
·
Mickleham
and Somerton roads intersection will be signalized by the end of the year 2024.
·
Connection
between Horizon Boulevard and Montenegro Road will be built from mid this year
but will open towards the end of the year.
·
Currently
the BMD is working on developing a more specific timeline.
·
It
was mentioned by a member that currently it takes 40 minutes to drive from
Aspect Estate to Broadmeadows in the morning. BMD is monitoring traffic
movements during peak hours through CCTV live feed to help phase timing of
lights. It was explained that the changes to traffic management does take time
and is not instantaneous.
·
It
was also mentioned that when southbound traffic turning right into Greenvale
Gardens Boulevard, that the green arrow is too short and doesn’t even allow for
one car to make it through the intersection before the lights change to red.
MRPV are aware of this, and this will be rectified.
·
Hillview
Rd will be closed when Fleetwood Drive is re-opened. Obtaining information from
Civilworx has been difficult for all interested parties including MRPV.
·
The
question was asked whether the public have access to infrastructure projects.
This question is on notice.

(MRPV) to question on notice: Mike responded that unfortunately MRPV
Mickleham Stage 2 and Somerton Road business cases are classified as
'Cabinet in Confidence' documents and therefore, cannot be made available to

President’s Report
·
Fleetwood Drive update
o
The
GRA has contacted the Civilworx Project Manager several times since the last
year’s meeting in November 2023 and the reopening date keeps getting postponed.
The Project Manager’s latest update from 15 March 2024 was that they are waiting
on approval from the electrical authority to proceed with pole installation
(traffic lights/street lighting)
o
Paul
Lanagan reported that he also contacted the Project Manager and was referred to
the consultant - Millar Merrigan who are involved in the development of the
land. Paul Lanagan provided Millar Merrigan details to the GRA for follow up.

1090 Mickleham Road – PASK shopping centre and housing
development
o
GRA
have met with PASK several times regarding the proposed shopping centre and
housing development at 1090 Mickleham Road.
o Cr Haweil emailed an
update on the outcome of the VCAT hearing was held on 26 February 2024 which
Tamara read out as follows:

Reasons
for the approval at a high level are that townhouses near a future Neighbourhood
Activity Centre (NAC) are consistent with state policy and the Hume Planning
Scheme. Specific reasons include:
·
The
development would not impinge upon the future of the activity centre given the
separation provided by Bertini Drive.
·
Adequate
connections were provided through the site to connect the surrounding estates,
given the layout was generally in accordance with the DPO and CDZ. This was in
response to our argument that this development should construct connections to
the north.
·
There
is no nexus between the development and the construction of Garibaldi Road (or
the connection to the north) which would warrant a contribution from the
applicant and that the application did not rely upon construction of the Road
(given the dwellings were rear loaded).
·
The
semi-attached dwellings provided diversity within the context, which is mostly
developed with detached dwellings notwithstanding the number of bedrooms.
Further, the number of bedrooms is in keeping with Council’s latest strategic
work for ‘limited’ change areas.
o VCAT granted for the
application P24449 and was directed to be issued for the land at 1090 Mickleham
Road, Greenvale in accordance with the conditions set out in the Appendix. The
permit allows the construction of the dwellings in accordance with the endorsed
plans. (VCAT hearing outcome and townhouse plans are available from the GRA
upon request)
o
This
decision has been received by the council.
o
The
plans were amended through the VCAT hearing and there are 53 townhouses in
total, Some townhouses in northeastern corner of the estate are north / south
orientation with 13 townhouses front facing Montenegro Rd in the east / west
direction. Pask will consider future
amendments to the housing development as outlined in a recent email to
the GRA.
o
The
state government is promoting the small lot housing policy to local government
councils to increase housing density.
o
The
housing and shopping centre was planned 10 to 15 years ago.
o Pask have not yet lodged
a UDF to council (Urban Design Framework), however, intend to submit the UDF to
council soon as they are finalising the draft master plan. (The draft master
plan was provided by Pask for attendees to view at the GRA meeting, Pask
requested that plans not be distributed as they are not finalised)
o
The
main issue appears to be access arrangements for the proposed shopping centre
development and a fully signalised left/right turn traffic intersection at Mickleham/Garibaldi
Road to allow easy access to delivery trucks and vehicles in both directions.
o
Pask
have several retailers including a major anchor store that have pre-committed
to the development however, we have been advised that they will not commit if a
full set of signalised traffic lights are not built at Garibaldi Road with both
left and right hand turns to and from the shopping centre. Previously, the
Department of Transport and Planning had indicated to HCC that they are not
prepared to create another set of traffic lights along Mickleham Road and would
prefer the entry at Garibaldi be left in left out only. This puts the prospect
of the future shopping centre development in jeopardy.
o
Furthermore, it would make Dellamore and
Provati roads the main entry point for delivery trucks and traffic to the
proposed shopping centre. The problem with this is:
1.
Delivery trucks will use Providence
Estate residential area (Dellamore Road) as the main entry point to access the
proposed shopping centre.
2.
Safety risk will increase for residents
and school children where large vehicles are entering the estate via Dellamore
and Provati Roads
3.
Noise pollution will impact residents
from delivery vehicles entering at all hours.
4.
Pask undertook an independent traffic
modelling study that shows a large increase in vehicles that will move between Providence
Estate and Aspect Estate if Garbaldi Road is not constructed. Horizon Boulevard
and Montenegro Rd will be joined by midyear and opened up at the end of the
year and these roads will be greatly impacted from increased traffic movements
if Garabaldi is not built to support the traffic.
5.
To our knowledge HCC have not undertaken a
traffic modelling study of these roads to share with the GRA.
o
At Garibaldi Road the proposed entry for
delivery trucks is about 50-100m in from Mickleham Road, opposite the man-made
dam where there are no houses opposing the future shopping centre entrance.
This is a good location for the entry of trucks to the loading bay because the signalised
intersection would be easily accessible for both north and south bound vehicles.
The traffic lights could be synchronised with the others along Mickleham Road which
will help improve traffic flow and provide safer passage for road users
attempting to enter and exit the shopping centre. Reduced noise impact to
residential houses located near the shopping centre from truck deliveries at
all hours of the day. We have listened and learnt from Jamie Gray’s experience
at Greenvale Shopping Centre where there is a curfew in place for retail
delivery trucks due the centre’s proximity to residential housing.
o
Pask have indicated that they will pay
for the construction of Garibaldi Road and the signalised intersection to
expedite the shopping centre development. Therefore, we need to seek to
understand the Department of Transport and Planning position and request that
they reconsider and signalise the intersection.
o
Without a signalised intersection, the
retailers will not commit to the development, and we will not have a shopping
centre at Providence Estate.
o
It
was mentioned that due to the exponential population growth in Greenvale and
surrounding areas including the fast-tracked Craigieburn West PSP that another
shopping centre is needed.
o Attendees at the
meeting were asked to vote whether they were in favour of traffic lights at
Garibaldi Road in order to get the shopping centre. All Greenvale Residents present
voted yes.
Jinding Estate update (North of Aspect Estate)
·
The development
team is finalising planning approvals with local council for the first
stage release of the Western portion of site.
·
The developers are
hoping to launch our first release in the second half of this year and wish to
attend a GRA meeting when they are ready to launch the first release.
Evan Mulholland MP update (apology he could not attend in
person) Tamara read the following:

Evan’s new office is
now open at Meadow Heights Shopping Centre: Shop 24, 63 Paringa Blvd, Meadow
Heights. A meeting room is available free of charge for community groups and
constituents.
·
Evan’s recent
contributions and advocacy on issues affecting the Greenvale area are: (Legislative
Council statements attachments are available upon request to the GRA)
o Successful Documents motion forcing the government
to release its bus plan review.
o Greenvale Business Forum with Shadow Treasurer
o Constituency Question on behalf of Greenvale
Businesses
o Constituency Question on Bus Network around the
airport
o Advocacy on Greenvale Reservoir Park drafted by
2024 Aitken College Captain Anthony Audino.
o Calling for several footpaths to be constructed in
Greenvale to ensure pedestrian safety.
o Advocacy on the status of Fleetwood Drive as per
our discussion.
o Calling on the State Government to use some of the
$90 million of unspent developer funds in Hume to fund bus routes from
Greenvale to Airport West and Greenvale to Craigieburn Central.
Councillor Report

No HCC councillors
attended the meeting. Tamara read the following:

Cr. Sherry mentioned
by email the Hume housing needs program will be issued 03/05/24.
o
Hume’s Housing Needs-
Amendment C263 proposes to implement a municipal wide strategic housing
framework into the Hume Planning Scheme. It does this by incorporating a
Residential Development Framework Plan (RDFP)
o
Amendment C263
is on exhibition until 11.59pm Friday 3 May 2024 and Council is seeking views on the
amendment. More details can be found at:

Following the release of the draft strategy at the end of February,
residents are invited to share thoughts on the strategy’s vision, objectives,

Cr. Haweil emailed an update from emailed an update regarding
the Indoor cricket centre which is due for completion by July 2024. Oval 3 due
for practical completion by 15 July 2024 and carpark due for completion by 30
April 2024.
Iwan Walters MP
·
Iwan
has temporary offices in Pascoe Vale Road, Coolaroo.
·
Liz
asked about an update on the upgrade arrangement for the Greenvale Tennis Club
(GTC). Iwan will follow this up.
·
Two
new bus routes have been started in Greenvale the last week, both to Greenvale
secondary college.
·
The
gym at Greenvale Secondary College has been completed.
·
The
secondary college school boundary has been extended to include all of Greenvale
to the edge of Aspect Estate. Prior to this boundary was located at Somerton
Road. Tamara thanked Iwan for his advocacy work on this issue on behalf of
Greenvale residents.
Greenvale Shopping Centre – Jamie Gray
·
An
approval has been given to build an underground carpark at the Coles end of the
centre.
·
An
approach from several gyms is being considered. These will be open to all
genders.
·
Have
tried to get a bank for the centre, but they are not interested.
·
Liquor
shop opening in May next door to the Greengrocers. It will not be a Coles
Liquor land.
