Response
from Joseph Haweil regarding community education on recycling correctly.
Council has recently appointed two
new Resource Recovery Education Officers. These Officers will provide education
to the community on a variety of topics, including correct bin use and
responsible waste disposal, such as utilising Council’s existing hard waste and
tip voucher services. Hume City Council has a diverse community, so this
education will be undertaken using a variety of methods, including printed
information (such as educational leaflets) and face-to-face activations. The
Resource Recovery Education Officers will also play a key role in Council’s
roll-out of the Universal Food and Garden Bin, with services to commence in
July 2024.
This month, our new Waste Response
Team has also commenced. The Waste Response Team, in addition to our existing
City Amenity Team, will seek to reduce instances of illegal dumping by
conducting proactive inspections in known illegal dumping hot spot areas and
educating residents on how to book a hard waste service and correctly place
items out for collection. These new resources will increase our ability to
undertake education and enforcement action, and increase awareness and uptake of Council’s waste services, all with the aim of reducing the
amount of illegally dumped waste and litter found across Hume.

Treasurer Report:
Stephen Woodhams presented. Richard Baran is no longer
Treasurer as he has moved away from the Greenvale area. The committee would
like to thank Richard for his contributions to the Committee and the Community
over many years as either President, Secretary or Treasurer.

Mickleham Road Stage 1 Upgrade Presentation – Major Roads
Project Victoria
Carmel

All
jet fuel pipeline works completed by Service Stream.
·
Walking
and cycle paths between Lemonwood and Garibaldi completed on west side.
·
Lemonwood
and Mickleham Road intersection completed.
·
Aitken
College intersection will be completed over the school holidays.
·
BMD
late December/early January will start construction of storm water around
pipeline.
·
Construction
workers will break over the Christmas period and return 9 January 2024 before
school resumes.
·
Greenvale Gardens Blvd road closure - from 15
January 2024, there will
be no entry into Greenvale Gardens estate via Greenvale Gardens Boulevard it
will be closed at Mickleham Road and there will only be left turn in and left
turn out Dellamore Road.
·
Providence Estate residents travelling northbound will have to go to
Destination Drive in Aspect Estate, turn right into the estate, go around the
roundabout and travel south to do a left into Dellamore at Providence.
Southbound travel on Mickleham will detour via Lemonwood to get into Greenvale
Gardens estate. Road closure is ~ 6-8 weeks and likely to reopen mid- March
2024.

Closing
of Hillview Road will not occur until the works in the Brendan Estate and at
Fleetwood Drive are completed, so residents in this area (Maples) will have
access out of their estate.

The
Fleetwood Drive intersection has been delayed due to scope changes due to the
requirement to move the gas pipeline etc and is expected to reopen just before
Christmas according to the Construction Manager for Civilworx.
·
BMD
advised that signalised intersection lights at Somerton and Mickleham roads are
expected to be installed next year in September 2024.
·
Completion
of all works is expected to be late 2024 / early 2025 pending weather
conditions.
Greenvale Shopping Centre – Vanessa Brown

Greenvale
Fruit and Veg completed. Replaced 2 shops – the Deli and the $2 shop
·
More
people are visiting the shopping centre since the Fruit and Veg store has been
open
·
Meatland
has been refurbished
·
Installing
a Bubble Tea kiosk – this is very popular with children
·
School
holiday and Christmas activities will occur
·
Hoping
to be granted a liquor licence soon for the packaged liquor outlet
·
In
2024 there are plans to create outdoor dining areas for all food operators
which will be suitable in all weather conditions.

Hoping
the external empty stores will also be food providers.
·
Vanessa
will discuss the seating box outside the pizza parlour with the owners as it
was installed during COVID

President’s Report:
·
1090 Mickleham Road – PASK shopping centre and housing
development
o
Tamara
Nolan and Mark LaBrooy have met several times with Hume City Council (HCC) and
Pask Group regarding the shopping centre and housing development proposed at the
entrance of Providence Estate.
o
Pask
are again taking HCC to VCAT next February 26, 27, 28 & 29 to seek a
decision on access roads & intersection for the proposed shopping centre development.
This has been the main issue under dispute for the past several years. Pask
have obtained precommitment from a major anchor store and other retailers,
however, they will not fully commit to the Pask development until the matter of
the access roads to the proposed shopping complex are resolved to their
satisfaction with HCC and Department of Transport.
o
Department
of Transport and HCC want left in and left out at Garibaldi Road only, which is
impractical for accessing the shopping centre and an inconvenience for
residents. Residents agreed at this meeting that in order to ‘future proof’ the
intersection and ensure there is suitable north/south accessibility,
convenience and safety along Mickleham Road, that a signalised intersection
with right- and left-hand turns into Garibaldi Road is necessary to be the main
entry point for the future shopping complex.
o
Providence
Estate access via Dellamore Road & Bertini Road would be unsuitable as an access
road for the shopping centre as they run through the established Providence housing
estate and the roads and roundabout are too narrow for large truck deliveries
that will service the shopping centre at all hours of day and night.
o
Melbourne
Water does not have an issue with the shopping centre using Garibaldi Road to
access the shopping centre.

Evan
Mulholland (Northern Melbourne Metropolitan Liberal MP) and David Southwick
(Shadow Minister for Transport and Infrastructure) visited with residents for a
chat in September to discuss road infrastructure issues. David came to see
for himself and call on the State Government to complete the full duplication
of Mickleham Road to Craigieburn Road, ie. Stage 2 Mickleham Road.

Mark
Natoli, Principal Greenvale Secondary College requested assistance to seek a
community representation for their school council. Mark is also interested
in hearing from the community about their perception of the school, and how
they can strengthen community relationships and better support the local
community.
·
HCC ‘Have you say’ survey was sent to members on 11 November so residents could
submit their preference of the 3 options provided to change the electoral
zones. Each of the 11 wards MUST have a single councillor per ward under the
legislative act. Survey closed 22 November.
·
GRA
committee met with Vanessa Brown from Greenvale Shopping Centre Management
in November to discuss the opening of Greenvale Fresh and updates on other new
initiatives for the complex.
·

of apartments being built in the area. Traffic snarls already. Apartments are
one and two bedrooms.

PO
Glenroy closed. Campaigning to have brought back. All Government owned PO being
closed. Privately owned remains open.

Managed
to prevent a communications tower being built in a local park
Melbourne Airport Infrastructure – Frank Morabito
· Main topic was the railway line to the airport.
·
Melbourne
is poised to have a larger population than Sydney, so it would make sense to
future proof it now.
