Response
from Hume City council to letter from GRA regarding North/South Bus service
along Mickleham Road: they are advocating this should occur. However, it is
a State Government matter controlled by Dept of Transport and Planning. Local
MPs are the appropriate contacts.

Response
from Hume City Council regarding request for installation of BBQs at Napoli
Park and Charlie Grech Reserve: only parks with public toilets will have
BBQs installed. The letter also stated that Greenvale Gardens Reserve has BBQs
however, complaints have been made about off-leash dogs and dog waste at this
location.

Response
from Hume City Council regarding request for Infrastructure improvements at
Bardwell/Mickleham Roads T-Intersection: State Government is responsible for
the condition of road pavement at this intersection. Council has notified the
Dept of Transport and Planning. Bardwell Drive upgrade has been provisionally
listed in the Council's 2025/26 Capital Works Program.

Response
from Hume City Council regarding request for improved lighting along Mickleham
Rd: this is the responsibility of State Government through Dept of Transport
and Planning.

Response
from Hume City Council regarding beautification of Median Strip from Melrose
Drive to Somerton Road: this is a matter for State Government. Council
regularly advocates for improved maintenance along arterial roads.

Provided
details of his background. Previously a teacher and a policy maker in US, UK
and Australia.
·
He
is continuing to advocate for:
o
Stage
2 of Mickleham and Somerton Roads.
o
Barrymore
and Allanbrae lighting and near police area
o
Rubbish
collection / verge cleaning including kangaroo carcasses
o
Funding
for cricket Greenvale
·
Discussion
was had regarding the barrier on Mickleham Road near Barrymore Road. Expected to
be completed in 2 weeks. This is due to scrubbing out of drains which have been
banking up.
·
Illegal
dumping is a big issue. Complimented the Hume Council on the clearance of
rubbish and information provided by them. Iwan’s office can be contacted to
report dumping.
·
The
2nd Stage of Greenvale Secondary College is happening soon, $23.38M
has been allocated.
·
State
Labour government has increased the annual fee threshold to $15K fees/yr before
independent schools are required to pay ‘Payroll tax. This means that none of
the schools in the Greenvale Area will have to pay payroll tax.
·
Area
Zoning for local school is not planned to be changed by Dept of Education which
is disappointing for local residents who wish to send their children to
Greenvale Secondary College but live north of Somerton Rd.
Mickleham Road Upgrade Presentation

Behind
the barriers, water, sewerage and the pipeline are being moved
·
Installed
a temporary roundabout to keep 2 lanes flowing

Barriers
on Mickleham Road to Garibaldi Road have been installed, along with 6000m of
stormwater drain with three crews on dayshift. Earthworks are progressing
Somerton Rd East. Pavement installation in front of Aitken College. 90%
vegetation removal completed. At 1085 Mickleham Rd, water has been pumped out
of existing damn and infilled to tie into Stage 2 area.

Have
had a good run of weather, therefore ahead of schedule and completion
anticipated Christmas 2025.
·
Flood
modelling is also occurring near Aitken College.
·
There
has been some asphalt work and vegetation removal, as well as public lighting
removal at Lemonwood Drive. Permanent Solar lighting has been purchased.
·
Communication
lines between Melbourne and Sydney are being moved in conjunction with Telstra.
Cut over to the new line expected mid- August.
·
On
the corners of Blossom Drive and Somerton Road, it will be left turn only onto
Somerton Road. This is normal practice for duplicated roads.
·
Traffic
lights will not be installed at the roundabout in the interim, as it will cause
more bank up of traffic.
·
Plan
is to keep traffic moving with two lanes open. The roundabout will be widened a
bit but so much that it will cause issues for larger vehicles to get around ie.
trucks and buses. Lane width is being changed to slow traffic through the
roundabout with barriers and rumble bars are to be installed.
·
The
roundabout will be reduced to one lane late 2024.

Stage 2 Mickleham Road
·
Sarah
thanked the community for the feedback received. 382 responses received.
·
The
project is still in the detailed planning stage on when it will be built.
·
It
will cost approximately $3.7 Million.
·
There
is no public land acquisition funding in place yet, however the land either
side of the road is very wide so possibly very little private property is to be
acquired.
·
The
planning is based on vehicle movement 10 years from now.
·
Areas
of possible flooding also considered.
Somerton Road Upgrade
·
The
Business Case has been submitted for Mickleham to Roxburgh Park roundabout.
·
Where
possible, the widening will occur on the reservoir side.
·
Fleetwood
Drive opening should be October 2023.
Belgravia Leisure Presentation (Possible Gym)
·
Michael
and George presented their intent to open an all-inclusive health and fitness
gym in Greenvale
·
It
will be two stories high and have the capacity for 3000+ members as well as
catering for 1,000 children to learn to swim.
·
They
already have a gym in M Squared at Donnybrook.
·
The
actual location of the Greenvale gym is to be determined. Possible options are
Barrymore Road, or the shopping centre that Pask is supposed to build.
·
Tamara
will provide details to the community for support of the venue to be built in
the area.
President’s Report:
·
Members
of the GRA committee met with John Pesutto MP to discuss needs of Greenvale and
the amount of money being spent on the Mickleham Road Stage 1 duplication
upgrade.
·
Members
of the GRA and community presented and spoke at a HCC council meeting on 11
June 2023 regarding the proposed townhouses to be built by the Pask Group in
Providence estate. The councillors unanimously voted to reject and deny Pask
Group permit submission to HCC for the townhouse development.
·
Discussions
have been ongoing with MRPV.

Council’s budget was
approved for new cricket pavilion, Greenvale Tennis Club pavilion upgrade, plus
two new courts and Greenvale Rec Reserve carpark upgrades and to the Equestrian
Park/arena that has been subject to vandalism.

Pushing for new Northern
Bus route strategy to be tabled

Marnong Estate are
building a function centre for 1,000 people, plus 40 cabins.

Council involved in
Somerton and Section Road construction upgrades pending approval to work on jet
fuel line.

General Business
·

Mark
spent many hours investigating the legality of Pask Group’s submission for the
townhouses at 1090 Mickleham Rd. The GRA committee thanked Mark for his efforts
and contribution to this issue.
o
The
request is for the area, which should have a shopping centre, is to remain as
Limited Change and not reclassified as Moderate Change. If it was to be
changed, that would allow Pask to dismiss requirement for a shopping centre.
o
Another
consideration is where the townhouses, that will be allowed, be placed.
o
Mark
called for GRA to organise a meeting with the HCC Town Planner to clearly state
the position of the local residents regarding future town house development in
this area.
o
There
are concerns about people not observing the speed limits in Horizon Drive and
Blossom Drive and the potential for young children to fall victim of road
accidents should they run across the road. Installation of speed reduction
measures may reduce/prevent potential accidents or death.
o
Mark
has requested council to perform traffic counts. As yet, no response.

Naim Kurt was thanked by Tamara for following up on reports of environmental
clean-up works being conducted by developer MAB at Wright St, Westmeadows. The
developer advised HCC that they have finished clean up works on the land where
asbestos was present, however, failed to inform local residents prior to
commencing causing distress to the residents in the area. The developer intends
on building an industrial estate where the works occurred. There is,
apparently, no legislative requirement for people to be advised as to why these
works were occurring.
