The committee has decided not to continue the Post Office
Box at Greenvale Post Office, as most correspondence is received by email.

The
member for Northern Metropolitan Region and the Shadow Cabinet Secretary. A
member of the Upper House
·
Educated
Monash University; Previously, Press Secretary in Canberra; Tech and Research
·
Labor
margin in Greenvale went from 22% to 6% at the last election which was the
biggest swing against Labor. This makes Greenvale a more margin seat, and will
draw the attention of both major parties.
·
Evan
has been speaking to all community members and recognises the need to support
migrant families.
·
Evan
recognised the effort by Greenvale Residents Association in finally getting the
secondary college in Greenvale.
·
The
duplication of Mickleham Road is funded 50% by Federal and 50% by State. The
funding should be allowing the duplication of Mickleham Road through to
Craigieburn Road. There is $74 Million Growth Area funding still unspent in Treasury
coffers.
·
The
cost for the same section currently being duplicated is far in excess of the
estimate by Council engineers. This amount of money should be completing
through to Craigieburn Road. Evan mentioned other duplications such as Plenty
Road and Craigieburn Road which are a lot lower cost than the current Mickleham
Project that is funded at $222M for only 1.6km of duplication.

The
State Government has also approved the PSP for Craigieburn West which means a
potential 10,000 more people using Mickleham Road.
·
Currently
residents in Donnybrook Road are taking an hour and a half to get out of their
estate.
·
Pushing
to hold developers accountable for the promises they have made, such as
shopping centres and accessibility to amenities.
·
Lack
of transport in Greenvale area and extension of Upfield line to Roxburgh Park
station.
Mickleham Road Upgrade Update
Unfortunately, the Major Roads Project Victoria team were
unable to attend due to a COVID outbreak in their offices. The President
presented a slide show sent by the team. (Separate attachment)
President’s Report:

Attended
the Aboriginal smoking ceremony for commencement of Mickleham Road duplication
·
Invited
to International Woman’s Day by Mayor Haweil, Caroline and Tamara represented
GRA.
·
Committee
members attended the opening of the Charlie Grech Reserve
·
Members
of the committee met with Iwan Walters MP, the local Labor member, to discuss
local issues and invited him to attend GRA meetings. Iwan apologised that he
could not attend the March meeting but will attend a future meeting.
Councillor Report:
Cr Jim
Overend:
·
Regarding the
duplication of Mickleham Road, the council is trying to determine where all the
money is being spent. Jacinta Allan (Deputy Premier Minister for Transport and
Infrastructure) is not willing to listen to council engineers regarding their
estimates on the cost of the duplication.
·
On a personal note, Jim
has raised $7,000 for research into Brain Cancer through his Craigieburn Car
show – congratulations Jim for such a worthy cause!
·
The council has
approved a separate charge for rubbish collection for residents in the future,
rather than being part of the capped rates bill. Much discussion was had on
this point, about the ability for people to be able to afford it. This is a way
for councils to get around the cap on rate increases. Jim stated that the State
Government mandate to provide a fourth bin for glass means councils cannot meet
the additional costs. Tamara requested that council consider alternatives for
rate payers that will not be able to afford separate rubbish charges with cost
of living increases, by offering improved local recycling schemes or drop off
points in Hume. Jim mentioned that residents can call council if they are in
financial distress.
General Business
·
Jamie Gray and Vanessa
Brown from Clarendon Property Group discussed Greenvale shopping centre:
o
New Greengrocer and
Deli expected to open late June – mid July. Jamie clarified that social media
commentary and advised that the existing deli owners decided not to renew their
lease at the shopping centre of their own volition. The new greengrocer/deli
renovation issues have been delayed due to sourcing materials and the limited
working hours due to noise restrictions.
o
There are 375 car
parks at the centre and Greenvale is growing by 6% per annum.
o
Jolly Miller now has a
liquor licence. Jamie wants them to open at night for dinner service and is
also looking for another dining facility at the centre.
o
The bottle shop is on
hold as Corpus Christi have objected. Jamie mentioned his experience is dealing
with security issues at his South Melbourne shopping centre and would ensure
safety at Greenvale and involve several stakeholders in the discussion.

The following
questions were asked of Cr Jim Overend to follow up for the GRA:
o
What is the pipeline being
constructed across Donnybrook Road (100m from Mickleham Rd) above ground?
o
What is happening with
the intersection at Bardwell Drive and the damaged road surfaces along Bardwell?
It is a significant safety risk to all drivers. (Massive ruts and potholes
everywhere)
o
Why do the gyms in
Hume supply throwaway cups for coffee when the council is trying to reduce
waste?

The residences
disputed by council and the GRA committee can no longer be discussed, as the
matter has gone direct to VCAT. Council is awaiting the decision.
